City Council
The City of Bangor has a Council-Manager form of government, with a seven member City Council (counting the Mayor) elected at-large. The Mayor is elected by the people, and the Mayor Pro Tem is appointed after each local election in May by the City Council from among their members. Together they appoint the City Manager. Each May, Bangor residents elect two (2) City Councilmembers. Every third year, the Mayor is also elected along with the two Councilmembers. The Mayor is an ex officio member of the Downtown Development Authority (DDA) and Planning Commission.
Meeting Schedule/Special Meetings
The City Council regularly meets the first and third Monday of each month at 7:00 PM Eastern Time in the Council Room at City Hall, 257 West Monroe Street, Bangor, MI 49013. When Monday falls on a legal holiday meetings are moved to the next day. It is important to check the Calendar to confirm meeting dates, times, and details. Special Meetings are posted on Facebook, in the boards outside City Hall, and on the City website (under posts and event calendar.) The City Council adopts the Regular Schedule meeting dates in December for the next year. This schedule also has the regular meeting dates for all commissions and boards.
Public Comment Periods
Members of the public are welcome to speak to the Council on any issue during regular meetings. Please note that a time limit of three (3) minutes per speaker is enforced during the public comment period(s). There are two (2) public comment periods during each regular meeting. The purpose of the public comment periods are for members of public to inform the council of their views. Traditionally, Council does not respond to comments made a the meeting; however, the Mayor and/or City Manager may direct staff to follow up with the speaker as appropriate. Public and council comments are not required to be recorded, therefore they are not.
Submitting Written Public Comment
If you would like to provide a written public comment for an upcoming Council meeting, you may submit it by emailing the City Clerk at clerk@cityofbangormi.gov by 4:00 PM on the Friday before the meeting. Submitted comments will be provided to the meeting Chair (Mayor) to be read during the public comment portion of the meeting.

Meeting Minutes
Meeting Minutes are posted only after they are formally approved by the City Council or board. Draft minutes are available in the corresponding meeting packets. In accordance with the Michigan Open Meetings Act (OMA), minutes must be prepared and available to public within 8 days after the meeting and approved minutes must be available within 5 days after approval. If you are trying to locate meeting minutes that have not been approved and posted, you can contact the City Clerk at clerk@cityofbangormi.gov and request the draft meeting minutes.

Agendas
City Council agendas are prepared by the City Manager and City Clerk as the formal way to present business to the City Council for approval, consideration, discussion, or general information. Agendas are posted on the City’s website the Friday before each meeting.
Agenda items come from a variety of sources. Other boards and commissions often forward items requiring Council approval. City Council also reviews applications, contracts, RFPs, bids, and major purchases. In addition, the Council acts on resolutions, ordinance amendments, and Mayoral proclamations.
Most meetings also include a Consent Agenda, which groups routine items—such as bill approvals and meeting minutes—to streamline the meeting. Councilmembers receive their full meeting packets in advance, allowing ample time to review materials, ask questions, and request additional information from staff before the meeting.
Before each meeting, two Councilmembers (on a rotating schedule) review and approve the bills. Prior to that review, the City Clerk prepares the accounts payable, and the City Treasurer verifies and approves them as part of the financial control process.
